(A) The Indiana General Assembly has revised and recodified all the laws and statues relating to local government into I.C. Title 36.
(B) The City of Brazil is now required, as of September 1, 1982, to establish its branches, departments and certain boards and commissions for the effective functioning of city government.
(C) The Common Council for the City of Brazil deems it necessary to establish and have concise and specific divisions of authority and responsibility within city government to enable city officials to effectively respond to the needs of its citizens.
